with the intention of causing disturbances in our rear,

and to carry out their policy of victimization.

In so

doing, they are following plans similar to those of the Japanese in sending troops to North China. The masses

at our rear should be unified at once to deal with them

so as to support our Northern Expedition. You are requested immediately to collect all facts and to warn

all classes to make every preparation for a Grand Demon- stration to oppose the sending of troops by Japanto North

China and to support the Hong Kong General Labour

Union and the Hong Kong Seamen's Union. Thus we shall

wake up our masses to activity, and strengthen our rear

to help towards the accomplishment of our Revolution.

This is sent to the Special Council and

the Mass Movement Committee.
